I play with story progression turned on though it's the NRaas version and my populations are a lot smaller and I likely have only a dozen service NPCs and no child abuse social workers unless you counted playable social workers.I also get very slow population growth as I play legacies in the 16th or 17th centuries and settlers of those towns would arrive slowly over time.
@TadOlson , Wait, How in the world could the population of SV go over 1,000???? There is no way there would be enough housing for that even if you put in 300 20x20 lots. I had a population close to 300 in SV once and had no issues playing in that save. I think anything over 350 though would be asking too much of a lower end computer.

That's right you don't use mods. So that means the game doesn't have a 180 population cap which I never believed it did.
Technically it is possible to get that many sims if you add an extra 60 residential lots (or a total of at least 125+ residential lots) and put eight beds in every single house as it's available bed slots the game looks at not the number of houses. But the game wouldn't be playable for more than an hour before Error 12's and CTD's become common. But Tad likes to fib a lot and has changed that story so many times I doubt him/her.
