Under EA standard, if one parent is human and the other has one occult state, there is a 50% chance that each baby will inherit that one occult state. SP's genetics, if used, doesn't really change that but it does add the possibility of inheriting occult states from the grandparents if they are in the world (living or dead) at the time of birth as well as the possibility of inheriting more than one thus forming hybrids.
I think what you really want to do is just use MC to remove any occult states from the babies as they are born.
NRaas > MC > (Sim) > Intermediate > Occult: Remove
(MC Cheats add-on module required)
This cannot really be arranged prior to birth because these things are not finalized until the baby is actually born.
