Recorded videos in-game save in AVI format which as you know already, not all players will play. Unless I'm misunderstanding you, the video is already on your computer... You are free to cut or copy then paste somewhere else. You can also share via e-mail. Attach video file and the (saved) recorded video will be in The Sims 3 folder under Recorded Videos. Let the person you're sending it to know that they need to open it up with a player that reads AVI format. Windows Media Player should be able to and this you know already. If you want to convert it to another format, I don't have much experience with any tools to do this but someone here might know or you can Google it.
Uploading it to the old Sims 3 website will host it to your studio through My Page on the old website. If it's not uploading there then you can try again later but honestly, it can be a bit finicky uploading things to the studio. Yes, @CravenLestat shares his videos a lot and may be able to give you good tips on where else to upload.
