How to Unlock markets?

So I know for a fact that I have had the option to create a small market before in Edit Town mode. But for some reason I randomly can't find it in the list. I've tried in 3 different worlds. 2 custom...

    i_love_frogs_11  Install NRaas Traveler, and the Market and Small Market options should show up in any world.  The community lot options should be in alphabetical order too.

    Traveler is great in general, as are other NRaas mods, if you're interested in adding a few.

Oh thanks, I had it in my game but took it out a while ago because i thought it was causing some issues. I was hoping there was a way to get them to show up without a mod haha. Thanks though! Yeah i love NRAAS mods, they are crucial to my game.
