Win 10 has nothing to do with fps capping. The tools to use for that will depend on whether your graphics card is Nvidia or AMD -- which card do you have?

Then it's the Nvidia Control Panel to arrange for vertical sync and triple buffering and as needed Nvidia Inspector to explicitly cap the frame rate to the refresh rate of your monitor.
