I play rotationally and base my Sims personalities off of their traits and actions. If I'm stuck for something to do with them I work on their aspirations of think what might this sim want to do next? Leave them on free will and see what they decide to do.. sometimes it changes up my game play by doing things I wouldn't usually have my Sims do if I was controlling them
