What you have downloaded is a save file of an already populated world. Think of it as an ongoing saved game already in progress. The entire enclosing folder and its contents should be unzipped and it goes into Saves, we aren't meant to take the individual files out of it.
But this is just the populated saved game. You need to first install the underlying world if you haven't already or it won't work. That's a different download from the same page and will arrive as a sims3pack to go into Downloads and then be installed by way of the Launcher.
I hope you have a high end system. This world is very large and although it has a reputation for being made well it will likely take a lot processing power to work properly without lag, crashing, or going overboard on RAM usage.
