Is it possible for worlds to be set to only certain weather?

I downloaded a world called Rinn Fada https://www.thesims3.com/assetDetail.html?assetId=6316863 And the only weather I get is cloudy skies(I mean it rains and such, but the sun never shines).I rem...

The only way I know to change the weather is with the Tempest mod. http://nraas.wikispaces.com/Tempest
