Is it possible for worlds to be set to only certain weather?

I downloaded a world called Rinn Fada https://www.thesims3.com/assetDetail.html?assetId=6316863 And the only weather I get is cloudy skies(I mean it rains and such, but the sun never shines).I rem...

I don't think they used any mods in their world, I downloaded it and installed it, but I don't see anyway to edit the weather, so I removed it.

Just everyday in the world is cloudy and grey.Wasn't sure if CAW had an option to set it so only certain weather occurs.
