Is it possible for worlds to be set to only certain weather?

I downloaded a world called Rinn Fada https://www.thesims3.com/assetDetail.html?assetId=6316863 And the only weather I get is cloudy skies(I mean it rains and such, but the sun never shines).I rem...

I've been having this weird phenomenon too, to some extend. I'm currently making a world so my game is completely mod and cc free and every world I enter is cloudy but it only lasts the first day, I've never had it happen before but now it even happen in lucky palms, it's like dark stormy clouds in all the worlds.
