Is that normal to have a few lag in build/buy mod with Geforece GTX 1080 Ti?

Hi, a couple of days before, I got a free descent pc computer. It has been 3 years old.
The spec is i7 8700K 3.7 Ghz, 16 Gbs ram with GTX 1080 Ti graphics card.
All packs are installed through Origin, and the patch version is 1.69.

No lag in CAS and Live mode. It happens only in buy/build mode. Also it lags a bit when my saved world is appeared, but the lag just disappears after a couple of mins. I haven't had any lag in build buy mode on my old I mac with lower specs than this. Almost unable to drag the color palette to any objects for styling on this PC. I don't have any ccs related with buy build mode but have almost over 2 Gbs of store items installed. Would the store items cause this lag?

    I got the answer why the lagging is serious while styling objects in buy mode. I took out all store items from DCCache folder, then the lag is gone without store items... I need to cut down the amount. 3.43 GBs of store items is too much for the game I confirmed.

    You can see it's almost impossible to style ONE wallpaper at 1:30. I tried to put the palette on the right wallpaper but it didn't let me do and pused it to the ground. The pattern loading speed is incredible but styling is horrible without buydebug cheat on. I was having 121 mbs of userpreset file in the sims 3 folder, and I tested this after throwing it away. There's no any saved patterns or anything.
