I always do virus scans right after I download. Nothing shows up. I also have a ad-block add on in chrome which is the browser I use to download. I also use delphy's dashboard. Nothing shows up. Also, on The Sims Resource (TSR) I downloa from the most popular and featured artist since I know if millions have downloaded it, then it must be safe. But I just want to know for sure.

The Sims Resource's problem is a lot of the ads have malware and they have tons of ads. If you have an ad blocker, an antivirus and malawarebytes or something like it, you should be good. You said you virus scan what you download, that's good, keep doing that. Also, be careful when you download. If you click on the wrong thing it can load malware. That's how they got me once or twice.
I'd be more worried about just downloading something that messes up your game. From what you said you would be looking for, those things are no problem to fix, you just remove them from the game again. Mods and hacks are where you run more of a risk (yet those are the most fun things).
My biggest problems with malware have been The Sims Resource and yet they have some great stuff. Even when they were a pay site, when I was downloading for ts2 back in the day, they had a ton of ads that brought me a ton of malware issues.
