The first thing I'm going to have to jump on here is that your new laptop does not have a dedicated graphics card. If you're going to compare its performance in-game to your older one on which you played actively controlled households with 28 sims, it might help to know what the older one had. A Vega 3 chip is good as far as modern integrated graphics go, but integrated is still just that. How many and which EPs do you have in play? The heaviest of them, Pets, Seasons (maybe IP, ITF) and high medium to high on graphics settings within the Game Options may be too much for it to be expected to handle well.
