Locking Gates?

When I bought Late Night, I was tickled to read in the descriptions about being able to lock certain gates to keep certain Sims out of your yard. Namely, the Paparazzi.
However, I have tried every-single-gate and not one of them has the option to lock it when I click on it. All I get is Open Gate and Close Gate options.

Am I missing something here?
