looking for a very specific mostly/completely empty world

probably a fools errand here, but im looking for a specific type of world, i have all the expansions and 85%+ of the store and next to 0 experience or attention span to create my own world, so im looking for a mostly empty world or one that has a few preplaced community lots or maybe houses, i dont have a problem digging through the menus to place the buildings i want, which is why im looking for this specific type of world, something green, not desert, to plain for my tastes, numerous lots for adding stuff, and most importantly several dive lots, has to have dive lots, i like the island paradise xpac but dont like being confined to just isla paradiso.

anyone know of any that fit or come close to what im looking for?
