Click on the wall of any house you want them to move in, either occupied or empty, then NRaas > Master Controller > Add Sim (first command) > *filter*. As filter you can use "Type of Sim (And)" > Homeless Non Service if you have lots of sims in town. If you use Story Progression, make sure there are enough beds in the house.
The relationship levels are accessible in NRaas > Master Controller > Intermediate. You can set them for all sims in the house at once, at least in relation to one sim, if you feel particularly lazy.
