I would temporarily move them into the active household as Nikkei_Simmer suggested. The reason for this is once you move them into your active household the game 'views' them as 'played with' and that excludes them from having the ability to leave your town of their own free-will or by game choice. Also, they will not lose their current relationship with your Sim (even if you didn't move them in).
However, this can also be accomplished with using NRaas' Story Progression mod, but it seems much simpler to just move them in and then move them out than to have to set-up castes for them to stay in game.
