Master Controller Mod not showing up in game

The website where you actually got our mods would have been a good place to ask for help, but let's see what we can do here. :D
1 - What is the exact path of your Mods/Packages folder?
2 - Please confirm that you have v132 of the MC Base mod and not one of the optional add-ons without the base and that you have unzipped it before placing it into Packages.

3 - You mentioned that MC does show on the list of mods installed that pops up when starting. But in-game nothing -- just to confirm, have you tried clicking on City Hall when looking for an MC menu?
4 - Have you tried the Clean Folder test? That is, temporarily drag your entire game folder to the Desktop (I assume it's in Documents now), launch the game to let it build a new one, redo your Framework, place the Resource.cfg file in Mods again, and put the MC base mod only into Packages -- perhaps together with NoIntro if you have that one. Startup a new game. Any better?
