We bootcamp users cannot use the same AMD drivers as everyone else as we're always waiting for Apple to release new ones specially for us. But anyway, I've never had any success getting the fps limited with the built-in Radeon tools and like many others have to rely on RivaTuner Stats Server (RTSS) to do this in addition to the AMD supplied vertical sync.
