Nikkei_Simmer's Stupid Questions #6 - Would this require a Custom Skin or...?

Can I manage this by resetting the parameters of the sliders to absurd proportions.

Been tempted to create Palpatine in Sims 3. :) I'm not sure if I'm ready to tackle making realistic looking skins yet

    I have no idea - but - if you find Moonskin93 work you will probably find a skin there that'll do the trick. I'd google it as I don't like posting links here as some of her work is a bit iffy. But she's toned it down dramatically over the past few years.
