I think the store may offer old free items on sale if you didn't claim it when it was free. Just a theory... otherwise no idea... maybe it's completely random
A-ha! I think I understand. Forgive me if I'm wrong but I think you haven't realised quite how the in-game store works ...
By default the item panel will show up to three items that you do not already own that you can buy in-game. Yes, they are '
for sale' but they are not '
on sale'.
Only items with the little red flag are actually 'on sale' for a discounted price.So, if you look at the rodeo decor item:

Notice the red 'Sale' icon in the top right of the object's picture - that indicates a discounted price.
Now, if you click the little Simoleon button icon (§) on the far right of that panel it will turn from blue to gold and will show you all the items in store that you don't own (in fact I think it only shows Store items). Use this 'Store' icon to see all the items (and sets) that are on sale in each category.
