For the second, this could be a performance issue due to the world or to your computer. How much RAM is the game using while you're playing in the world? You can put the game into windowed mode and check in the Task Manager. What hardware does your computer have—processor, graphics card, RAM, free and total storage—and if you have a discrete GPU, have you taken steps to manually limit the in-game framerates? That's not all of the possibilities, but it's where to start.
For question one, it's upon loading the world itself, so earlier saves don't exist
For question two, I have 16GB of ram. Because Sims 3 can only use 2GB of ram, it usually sits at 1.5GB on most worlds and loading worlds, but due to Tokyosou having a lot of hidden spawners, several unnecessary townies, etc, the OP actually did a lot to help fix certain issues and is working on their off time (and days when they aren't sick, I hope they're alright) in order to fix the high ram usage of the world!
