It was one of the first PC Items. Then it was in with gifts for a while (they keep rearranging things) when it got demoted because evidently it doesn't DO anything. Now it is in the Build section under Plants.

It is still listed as a Set, not available for Complete your Set blah blah blah . I looked and looked on your lovely list because it is still on my wishlist and I want to keep track. I have several varieties of hibiscus in my gardens and want my Sims to have some too someday :-)
