To get the other opportunities to trigger I had to click on the camera and move the photo directly to inventory, and then sometimes remove the camera from inventory before the opportunity triggered to the next stage (which was to deliver photo). And then I could return the camera to the sim's inventory.
That sounds like the one in the middle of Hotseptsut Queen's quest chain in Egypt. Yeah it works like that. I'm having the same photo contest opportunity, and I already moved my photo into my inventory as you mentioned but it still shows, 0/1photos. So this time, I tried to do the mummy curse to a paparazzi. I threw mummy curse elixir to the vampire paparazzi. After that, I gave her 'hunger curse' magic. She suddenly took a plasma fruit out and she's survived. I tried to make a photo of mummy ghost title but failed. After that, in my opportunity, it shows "deliver photo to the movie theatre' but it's inactive... I can't click it. I had a look the theatre building and it says "You don't have all the required items in your inventory". I think it's buggy. I better give up this opportunity. It's crazy..
