No idea of what you mean by setting up. Compared to what was around when game released my system is like a big block V8 compared to what drives a motor scooter.
To Nikkei: My usual mode of play, regardless of version, is going in with a single sim who them meets the locals (premade playable sims, townies, other singles I've made & put into the neighborhood) and gets to know them. At some point one of those sims stands out as 'mate bait' and the marriage & family thing goes on from there. Depending on planned story for the household may sometimes put in either a mated pair or the pair with a child - usually teen. On one occasion I did a widowed dad with his teen daughter who made it her mission to get him hooked up again. Hard to do that when the place seems deserted.
Your before & after shots show my point. Even TS2's ugly ones look better than that before sim. They at least have character, TS3 ones are just there, bland and lifeless.
