Why are you lowering the water? What are you emptying from the ocean?
Don't worry about the No Sim paint in the Ocean. You don't have to add nor remove it. Water is always "No Sim" for walking. Do you have the Routing paint on the beaches?

*An easier way to see under the water is to block the "fog." On the Menu bar - View -> Untick Fog Then you can see the under the water.
**Remember, Sunset Valley has holes in the Routing paint under the distant terrain and can cause the game to generate Travelers/Sims back there. Those Sims can get stuck. If you're going to use the map, fill in the routing "Camera Non-routable" under the terrain. You can see the holes best if you hide the objects and terrain. -On the Menu, go to View - Layers and untick both Terrain and Objects. -Then Terrain/Terrain Painting tools (on the top Menu), over to the Terrain Editing Tools window - Routing. This will highlight lines -Menu- View- Show Routing Data Pull back your view so you can see the whole map. This will show any holes in the routing paint the easiest (no trying to see in the grass/rocks/objects.
