@velvetunderground What kind of graphics card do you have? Do you play in fullscreen, windowed, or both at different times? What type of install is this: Origin, disc, or Steam? There are several different ways to limit your in-game framerates, but not all tools work on all setups.
If you'd like help getting your graphics card recognized, please go into Documents\Electronic Arts\The Sims 3, open the file labeled deviceconfig.log, copy the first 40 lines (stop at "Options"), and paste them into a post here.
