I think even non-klepto sims occasionally steal things by using an item and then placing it in their inventories. I've seen posts that said a visiting sim actually walked off with a toddler, so clearly something's weird about how the game governs these actions.
As far as the floating baby goes, I'm wondering if moveobjects was ever used to move a crib away from where the baby was placed. It seems like occasionally the "place item/baby/whatever here" part of the object stays behind. Maybe this is similar to the leftover jigs that can sometimes get in sims' way and need to be MC flushed? I don't know. But that's where I'd start looking.
I did use move objects but only to move one of the two cribs a square to the right. Nothing was ever where the baby is currently floating. Also I had my sim pick up the babies out of the crib before moving the cribs around. And for Candy, she stole a mirror and a lamp... looks like something else is missing but can't remember what.
