Actually no, that shouldn't happen with SP Money. If a sim is (even mistakenly) in three different castes that have conflicting settings for the same option like Property Tax, then the caste with the highest priority wins out for that setting. If all three castes have the same priority, then one random one is used for that setting. So it is possible they are being taxed as upper class when they really aren't wealthy enough to afford that rate, but not at all three or however many you have tax levels all at once.
Income Tax is deducted at the time a sim is paid, not through the billing system, but the same principle should apply.
