I tried any and everything, and was seriously about to give up on the whole thing. I also had to try it TWICE, because the first time I did it on the backup file and it didn't work. I then did EVERYTHING you said, step-by-step (and the export files WERE in the corrupted save files) and it WORKED!! from a few saves before that, oddly enough.....but it worked! and I have my neighborhood back! no prob! I'm glad it worked! I was going to give up as well, but I was like, "NO WAY! I worked so hard on the house and it looked so cute! No way!" So I kept going and going, stayed up until 3 am and it worked! I was like, HELLZ YEAH!

Just make sure you double save. go to the edit town and do "save as" there. So you have two saves, one when you save normally and one that you have in case you end up having the same prob. It's gonna be an old save, but at least you have a back up data on it.
