If you want to save a custom color or swatch click the icon with a folder and arrow pointing inside.
If you want to use color codes you click the # button which will be below the color wheel. There you can input RBG values for colors. To find color codes just look up the specific shade followed by RGB code. For example, if I want to use a metallic gold I look up metallic gold rbg which gives me this code: rgb(212,175,55)
So in each section you put:
R 212
G 175
B 55
And you'll get metallic gold.
Carl's Sims 3 guide has a section about the create a style tool which you can read for more information to familiarize yourself with it.
Also here's a tip. It took me way too long to figure this out but instead of individually dragging each color to whatever item/clothing you want to recolor, grab the section of the swatch with the dots on the end. (It's right at the top) You can drag the entire swatch to the object to recolor with instead of one by one.
Other than that, just play around and experiment with it yourself. It's fairly easy to use once you understand it.
Thank you for all of this!!!
