@mcorral - Reinstalling the operating system seems awfully extreme unless there were other system related issues happening outside of the game or new hardware was being introduced. So you then reinstalled the entire game and arranged for its fps capping from the beginning, as before?
There are tons of things beyond that we can do to help improve the game's stability and reliability. That others can continue to play it successfully on hardware sets not nearly as strong as yours suggests they may have been a path between features and content that don't work right and system overload vs. performance that you hadn't yet found. Some of the things mentioned here, including but not limited to usage of NRaas mods like Overwatch, ErrorTrap, Traffic, and the others in the left column and seeking assistance from us with any error script logs that ErrorTrap produces, may have been helpful.

The game is very complex with many moving parts and features that do not work correctly for all players. It is over-extended. was not optimized well during its development, and due to it being a 32-bit only application, there is a hard limit of <4 GB of RAM usage that no one can overcome no matter how much RAM they have installed. Part of the puzzle becomes making sure that no matter what we do, the game's RAM usage always stays well below that limit.
The question for many players faced with a misbehaving game or one that isn't performing up to expectations that is not strictly due to hardware being too weak to work with or RAM usage overload becomes, is it worth the time to work through these things and find out where the unexpected random crashes are coming from and solve/avoid them or is it time to move on to something else. For some the answer will be yes, for others there can be a point of diminishing returns beyond which the game becomes more of a source of frustration than fun. I guess only you can determine if you have reached that point yet.
