@Studer5544 - With Nivida Inspector with its explicit frame rate limit and/or MSI going, does the fps stay capped and is the screen tear any better in windowed mode vs. full-screen? Many players facing this have had success with Windowed Borderless as described and linked to just a couple of posts above. The persistent tears seem to be a very common issue with Win 10 ever since the Creators Updates started rolling out over a year ago.
