TS3 has always lagged slightly for me, but yesterday it got really bad.
The only thing that changed between the last time I played it and yesterday was I got seasons, strangerville, and whatever that jungle pack was called for TS4, which has also started lagging (I don't even have much on that game; my only other pack is Parenthood).
Did getting these things mess up my sims 3 game? And TS4 lags even worse than TS3 now even though I have way more expansions on TS3.
@puzzlezaddict It successfully installed and showed up under display adapters. The improvement in how my screen looks also shows it's definitely working. I wonder if it got uninstalled when I had to wipe my computer.
There is a big issue though, which is that none of my games are launching. I can get to Origin and the Sims 3 launcher, but The Sims 3 shows up as a black box and then stops responding. None of my other games are launching either, nor do they even show up as black boxes. I try to open them like usual and then nothing happens. They show up in radeon settings, but still won't launch. Even when I select the option in radeon settings to launch them, nothing happens.
(It's currently 2am where I'm at so I'll come back to this thread tomorrow. I really appreciate the help with this.)
Yes, wiping your computer would have uninstalled the graphics driver too, that is if it was a clean wipe and not just the reinstall Windows and keep some of my stuff kind of wipe. Windows should have looked for a suitable driver, but if it found the wrong one, that could explain how you wound up with no driver at all.
I don't know about other games, but for Sims 3, try creating a profile specifically for it within the Radeon software, using TS3.exe since you have an Origin install, and then disabling all the optimization and game mode settings you can find. Some of those settings don't work well at all with Sims 3, and probably with older games too.
If that doesn't help, try playing while your computer isn't connected to the internet. (It's just an experiment to narrow things down.) You can sign into Origin and put it in offline mode, then disable wifi or pull the ethernet cable.

@puzzlezaddict No luck with any of that, and origin decided to stop working randomly during the testing and I'm getting an error that it can't load the page.

The new errors are likely related to the graphics driver. Although the driver is (probably) installed correctly, and the errors aren't necessarily serious, it's still a good idea to replace it. And since this was a clean install, it might be that the driver (either itself or in combination with your version of Windows) is too old to work properly with Origin or Sims 3.
So try installing a newer driver directly from AMD. HP laptops often block non-HP-approved drivers from being installed, but that's fine—if you get an error, just back out and let me know. The newest driver is here:
Use the latest stable driver (WHQL recommended), from May 26, rather than the newer optional one. As always, run it as an admin, and restart your computer before testing Origin or Sims 3. You may have to redo the Radeon settings as well.
Is this with all the optional Radeon settings disabled? A lot of them don't work well with Sims 3. And what happens when you try to launch the game? If you get an error, please let me know what it says. And where does it say that Sims 3 doesn't meet the recommended requirements?
You can also check the Reliability Monitor for errors that mention Sims 3 or Origin. Hit Windows key-R, enter "perfmon /rel" without quotes, and you'll see a chart listing errors and updates, with a column for each day. Today is all the way on the right; look for any errors from after you updated the GPU driver. For any that mention Origin or Sims 3, or any from the same time you tried to launch the game, click "View technical details," and copy the info and paste it here. (You might need to use a spoiler if there are a number of errors.)
The time stamp on the initial chart is sometimes around an hour off, but the one on the technical details should be accurate. And the Reliability Monitor doesn't always update right away either, so if you don't see anything, check back later.
@puzzlezaddict Yes, this is with all the optional Radeon settings disabled. When I click the game in Radeon and it takes me to the settings list; there's a section titled 'Game Compatibility' and under that it says 'Requirements not available for this application'.
When I try to launch the game, there is no error message. The launcher will open, but the sims 3 pops up as a black box and doesn't respond. I waited a while to see if it did anything, but eventually closed it with task manager since it wouldn't close when I hit the X at the top. It does this every time I try to launch the game.

Yeah, that's another (probable) driver error. It's strange that the older driver didn't work with anything, and the newer one works fine with Origin and your other games but not Sims 3.
Just in case there's something else going on here, please try playing in a clean user data folder, if you haven't already. Move your entire Sims 3 folder out of Documents\Electronic Arts and onto your desktop, and a clean folder will spawn the next time the launcher opens. Don't add anything to it; just see whether the game launches. If it doesn't, trash the new Sims 3 folder, take your computer offline—you can put Origin in offline mode first—and then try again.
@puzzlezaddict I took out the sims 3 folder and the game launched, though I got the message on the main menu:
"Warning: Unrecognized Video Card- Your video card was not found in our database. Your graphics settings have been set as high as possible, but you may wish to reduce them if you are experiencing poor performance."
To be sure nothing had simply changed since yesterday, I moved my old folder back in and it didn't launch after that.
Radeon still says the same thing about the game as it did before. Weirdly enough, two of my games that Radeon said were fine yesterday now show the "requirements not available for this application". Those games still launch just fine though.
