It could be that a set will have another additional picture (set thumbnail) that always increase the file size, but once it's been extracted to ebc file there would be not much difference maybe?
You can delete all .tmp files, they should be just temporary files for Launcher but the bug is never fixed..
I find it interesting that when you install all items at once, the Launcher will create a slightly smaller ebc than installing a couple times for one ebc. I copy of my Store content into a couple folders, each folder usually about 250Mb-300Mb and will be exactly turned into a 200Mb ebc file after installation, it took a lot of time to mix-match them >.<
Can't using Featured Sets collection is a bug too, I have experienced it and my biggest suspect is some overlapping items (for example installing various version of Ford, Toyota, and Renault sets. If you only install Renault 4, Toyota Prius Family, Ford Streetscape 2 and Ford Thrill Seeker (*in the list) I hope you won't get any trouble).
And since Toyota and Renault already contain the Eco Pack set with different name I noticed that if I install both of the sets in one .ebc when I uninstall the similar items then the other ones will be glitched, only showed as small black ball. I always uninstall one Eco Pack so I won't use the similar items (I uninstall the Renault Eco Pack items, Toyota pack is the US version like my game) thus I found out about the issue.

I suppose - more we can install individually in single objects, more we will save space on user's folder 1,10MB + 452KB < 2,06MB. Store premade collections aren't working for me (I can grab object from store-premade collection, but on lot comes empty hand-tool), then for what reason to install them? Saved space will be tripple: files in DCBackup, in DCCache it means smaller *.ebc and *.tmp file (in mine folder it is created by launcher after reaching 1GB in *.ebc files). I'm not sure if there was created too some premade collection in Documents\Electronic Arts\The Sims 3\Collections\User => possible further space-saving.
Now I'm more sorry for some items not downloadable separatelly.
