Yes, I have found when an object is installed and subsequently uninstalled only the header is removed, or maybe as you said it becomes a hidden item.... But, I am going with header removal, because if you re-install the item it does not become unhidden.... it takes up an entirely new block of space.
With my current install I did not do any partial deletion of sets, venues, and/or worlds as it does not save space. The good news is, with partial deletion, you do not go into your game and find sims dressed inappropriately if you do remove items, nor is it game breaking. Or, so I have found....
