I have to admit that does look like an SP notification although other mod developers over the years have imitated Twallan's notification box style. Not that there's anything wrong with that. But I have never once seen that in all of the years I have played with SP. Are you by any chance using the SP Personality modules? (Lovers, Meanies, the occult ones, Others, etc.; this sounds like it could be coming from one of the Meanies ones). Their entire purpose is to add measured amounts of chaos to the potential orderly forms of progression that SP more typically provides. I don't usually use them very extensively as for me there is enough chaos to cope with in the game already.
If it is an SP Personality scenario, I am sure it can be switched off in its options settings. But if you have no SP Personalities or still aren't sure where it's coming from, I would suggest bringing the question to us at NRaas so our developer can answer with more certainty.
