Even with EA SP turned off, changes like this can still happen. To get rid of the Sims that have already immigrated and you don’t want in your world--you can use Master Controller’s Total Annihilation on them. That and having Error Trap installed will help ensure the annihilated Sims are completely removed from your save without causing issues like deleting them does.
