What you were basically asking would be, is there a way for NRaas to control story progression without using NRaas StoryProgression. The answer would be no. NRaas SP can be used to inhibit progression in user-defined ways just as much as it can be used to encourage it. The controls it provides can go in either or both directions.

Without NRaas SP but either EA story progression on or off, the others are correct. There are no controls and (too many) random unwanted things can happen. One thing you can control though is not letting households move into particular residential lots that you wish to reserve for your own sims or just for now keep unoccupied for later use.
-- In Edit Town, change the lot type to Residential - (Player) Ownable
-- Pull out the fridge. Sims will never move into a lot that doesn't have a fridge on their own.
-- Or do both of the above, just to make sure. :)
