Hi @SPARKY1922 I do a lot of filling up empty worlds, so I've seen what you're saying happen, and it drives me batty when random sims keep moving into the houses I made or placed especially for some purpose (which is most of them). I haven't seen it mentioned so thought I'd chime in. With no story progression, everyone you're getting moved in is a sim needed for a position in town, to man some cash register or something like that. You probably already know, but everyone reading here may not, that those sims do need a place to live or you'll have empty cash registers/positions and won't be able to open, say, the consignment store, and etc. Without story progression, once all the jobs are filled, sims will stop moving in.
I had forgotten about the fridge trick, and I think I'll start using it, too, but what I've been doing with my two current towns I'm building (yes, I'm crazy), is place apartments they can use (the ones who need to live in town will use the open/accessible apartment) and a few houses with a lot of twin beds. Then, I just move any sim who has moved in where I don't want them to one of those locations. If I go into edit town mode, it's pretty quick to see which properties have been occupied behind my back, and I can just evict and replace them where I want them.
