I am not sure if anyone else has addressed this. But is it possible for the gravestones and ghosts associated with the original version to appear again in this version? Since its odd that nobody is buried in either the Goth Manor, the Crumplebottom house, or the Graveyard. Another thing is family connections between people living in different houses got removed and are not in place.
I like playing the Jones family living at Remington Manor and miss the ghosts. The only solution is to place them yourself in a downloaded world.
Create a World doesn't have a process for creating and saving ghosts in the created world ( like this Sunset Valley second edition). EA has a better tool and can create ghosts in graveyards. Other world builders can not place ghosts. It has been well researched and leads to lag.
However, a player can import ghosts into a downloaded game. This post
http://forums.thesims.com/en_US/discussion/700447/how-to-populate-a-graveyard-with-actual-ghosts/p1 gives a method to import a saved graveyard or to bring in a Sim carrying tombstones. This post only explains placing them in a graveyard.
I have documented a process for collecting tombstones, placing them around the world, and reestablishing relationships. The process and several tombstone carrying Sims are posted at

I hope you can use this information.
