In Buy Mode, you need to go into Sort by Function (not Sort by Room, which is the default view when you enter Buy Mode). There's a lot of pet stuff that isn't visible in Sort by Room.
You'll see a big down arrow. If you click on that, you'll then see a button with a paw print on it.
Terrariums are in the Miscellaneous section (three dots)
