The person who created it flattened out the original Sunset Valley to make it easier to add more lots etc.
I'm sure there are heaps of other empty worlds out there. I've just gained enough confidence to start using custom content. (I get a little scared when it comes to the computer and new things) Someone has started a forum on the new site (link on rule page) dedicated to empty lots if you want to have a look at some others. :D
