There is a lot of conflicting answers to that some build them and use their money some just place them and don't deduct their money. Some place families others don't. It's not rule specific not that I've noticed. So it's up to you to which you want to do. Personally I've only placed a few sims that I have made because they were berry sims and they were couples to help populate. Most tend to put 1-2 houses per community lot so they can have residents to work at the lots. Though when you move members out of your household you must move them into a house with at least the basics (bed bath kitchen and at least one entertainment item) and the money must come out of your account. What SP do you have? EA's or Nraas?
