You need both the City Hall and School to use the home schooling option properly. I've got both in my new challenge. They're not technically allowed( :oops: :mrgreen: ) until you've unlocked them so I don't let my active Sims use the interactions that come with them and have set the story progress mod so that public schooling is not allowed.
Story Progress>Town Options>Career>Allow Public School>False
