@cybrgrrl: No you don't need to earn both. Just the skills need to unlock the Festival Park if that's what you want to place. Yes, they do look like an ordinary Big Park when its not a holiday. You can put in your own like I've said in my previous post.

The Guidelines for this challenge are rather long as it's quite complex. I suggest copy/pasting it into a word document so you have a hard copy to look at. I'm sure JMJ won't mind :smiley:
