I think it's because, usually, the ghost who's trying for baby in the first place has been resurrected (and can thus earn even more points because becoming a ghost resets their age).
Personally, I'd not feel bad if someone built up a relationship with a ghost that haunted every night (say, a widow's husband) and trying for another baby or w/e.
This challenge boils down to three simple rules:
1. Don't increase life expectancy in any way, including ghost resurrections.
2. Move in sims to extend the bloodline, not for money or because you want to for story reasons.
3. Have fun, and make sure the latest generation can trace their ancestry back to sim numero uno.
