Consensus so far seems to be yes, although Pinstar himself hasn't responded to it yet, so we don't know the Official Word. (I hope there's nothing wrong with it, I got impatient and ended up having a kid with Gunther Goth. XD )
There is no restrictions on getting pregnant from a sim not in the family. Rich fathers, player-made fathers, downloaded fathers...whatever you want. Mind you the father won't be able to earn your family legacy points himself since he won't be living on the Legacy lot. However if you just need a fertile warm body help bring the next generation, anyone is fair game.
