I would avoid that. I did that in a town I built in world builder because EA hadn't had any kids other than mine born and I was worried that nraas wasn't going fast enough and ended up having to start over,
nraas automatically compensates for the lack of kids you should see a rush of babies, but if you manually up it you'll get a. Scenario where you end up with thousands of kids of a particular age and then nraas will read thT as having sorted the dwindling population problem and you'll end up with massive gaps.
