I would avoid that. I did that in a town I built in world builder because EA hadn't had any kids other than mine born and I was worried that nraas wasn't going fast enough and ended up having to start over,
nraas automatically compensates for the lack of kids you should see a rush of babies, but if you manually up it you'll get a. Scenario where you end up with thousands of kids of a particular age and then nraas will read thT as having sorted the dwindling population problem and you'll end up with massive gaps.
I had a raft of kids that were teens and loads of newborns and my kid was one of only three in primary school and there were 2 toddlers in the whole town. Nraas will sort it slowly but surely if you leave it be,.
