I tried it with best friends and enemies. The interaction doesn't come up :(.
Well we did figure this issue out already but figure it should be mention on here. The shakedown interaction is with the Law Enforcement career, not the Criminal career. So anyone who get to the Criminal career should ignore the shakedown 5 sims requirement cause you can't :P
